comment without message isn't helpful

I was testing comment. I had wrote a comment which contains 4 letters. I got the message

Could not create comment thread: Content is too short (minimum is 15 characters)

Although the comment was created. Here's the comment. I can edit the comment. But, when the body (message) is empty than, how a comment will be helpful without message?
